Measured demand can suggest what to cover next, but evidence, review and approval decide what S4N actually publishes.
Demand informs the backlog
Search performance, waitlist demand and refresh signals can create editorial assignments. They do not automatically create or publish pages.
Assignments require evidence
Every assignment records why it exists, its source signal, priority, owner and status. Search demand is a selection signal, not a factual source for the article itself.
Approval before batching
Only approved assignments are eligible for a release batch. A batch records selection basis and the exact assignments intended for publication.
Releases leave a ledger
Each published release records a versioned manifest and page-level change log. Existing pages keep revision history rather than being silently replaced in the operational ledger.
No fabricated demand
If production Search Console or real waitlist data is absent, S4N does not label an editorial idea as measured demand. Operators may still create a manual assignment, but its source is marked manual.
